Winter landscapes are dormant and do not need the same amount of water as in summer.  Reduce outdoor watering on grass to once or twice per month in shallow soils and once per month or not at all in deeper soils.  Brown grass in winter is dormant, not dead.  The roots continue to grow and need just a little moisture.
